Mr. Meng specializes in cross-border mergers and acquisitions, blockchain technology and coins for compliance securities, private equity, venture capital, initial public offerings, SPACs and reverse mergers and acquisitions, areas of USD-denominated or RMB-denominated private equity funds establishment, foreign direct investment, non-performing asset and loan trading, real estate financing, structured financing and various other cross-border transactions.
With over 25 years of working experience in China, Mr. Meng has served as a Legal counsel in multinational listed company, private company, financial institution, emerging growth company, investment banks, asset management companies, private equity funds, venture capital funds and hedge funds in China, the U.S. and other countries. Mr. Meng has also assisted many Chinese companies in expanding business in the United States and elsewhere, and in raising capital overseas through public offerings and private offerings, as well as acquiring international assets and high- tech projects through licensing and cross-border mergers and acquisitions.
Representative Cases
The cases that Mr. Meng represents include, but are not limited to, he has represented a number of Chinese clients in issuing Asian SEC compliance tokens (STOs) in blockchain technology in the U.S;Represented Chinese clients in acquiring and investing in a number of large real estate development and financing projects in New York and California; represented US private equity clients in investing and exiting several real estate projects in China; represented the largest European CBD production and retail company in establishing a joint venture company in Yunnan for technology licensing and two-way M&A between China and Europe; represented the largest Chinese chip design firm in various investments in Taiwan; represented a US listed company in air cargo and aircraft leasing to establish a joint venture in Tianjin and Guangzhou. In respect of private equity, Mr. Meng invested in redeemable convertible corporate bonds issued by a printed circuit board manufacturer in Shenzhen on behalf of clients; represented several PE fund clients in investing US $70 million convertible corporate bonds issued by a sports wear enterprise in Fujian, and established a joint venture with a wind equipment manufacturer in Guangdong Province on behalf of a US PE fund.
With respect to governmental compliance, to apply to CBRC for and obtain all necessary regulatory permits and complete license transfer, change, capital increase and other relevant matters after the acquisition of United Commercial Bank on behalf of American Huamei Bank. In terms of non-performing loans and restructurings, Mr. Meng represented the People's Bank of China to package up the non-performing assets of China Venture Capital Corporation that were liquidated overseas and sell them to international investors based in Hong Kong, and represented several international investors to acquire portfolios of non-performing loans from a number of state-owned asset management companies.

Mr. Meng is an arbitrator at Shanghai International Economic and Trade Arbitration Commission (Shanghai International Arbitration Center), and is invited as visiting professor by Lawyers School of East China University of Political Science and Law.
Working Experience
Mr. Meng joined AnJie Broad as a partner. Previously, he served as managing partner for Blank Rome in Greater China and as chief representative of its Shanghai office. And he also served as a Principal of Asia Business and a Partner of the Shanghai Representative Office of Haynes and Boone, LLP. Mr. Meng has worked as a senior partner in a number of major international law firms and Chinese firms in Red Circle.
Education Background
Mr. Meng graduated from the Law Department of Soochow University in Taiwan with a LLM and PhD degree from Southern Methodist University in Texas and completed the PhD program from Peking University Institute of International Law.
