Mr. Liang provides legal services for domestic and foreign companies concerning China and U.S. patent litigation, U.S. import/export compliance, anti-sanctions, technology control compliance, U.S. trade secret litigation, and technology transfer & cooperation.


Mr. Liang builds a holistic understanding of legal issues through his rich experience in various U.S. and China law firms and companies. He set up the IP department of Geel Automobile upon its acquisition of Volvo car, acted as the sole IP attorney of Morgan Lewis & Bockius in China, and worked at Hewlett Packard Enterprise, covering the IP issues in Asia Pacific and Europe. 


Mr. Liang has designed the compliance frameworks for domestic STB listed companies and offered advice on various aspects of compliance, including federal procurement, FOCI disclosure, technology product control, and import and export of high-tech products. Mr. Liang is adept at designing the overall compliance scheme and the best compliance route for companies in accordance with their business logic.

Working Experience

Mr. Liang started his legal career as a patent attorney at the Milwaukee office of Foley & Lardner from 2008 to 2010. After Geely Automobile acquired Volvo Car, he joined Geely to set up and lead the intellectual property department. From 2013 to 2016, he was the sole IP attorney of the China office of Morgan, Lewis & Bockius, where he represented American, Chinese and Japanese companies in various intellectual property disputes in China and America. He then worked at Hewlett Packard Enterprise as a senior counsel, in charge of IP matters in Asia and Europe, including technology transactions, open source matters, joint development projects and supporting several multiple billion-dollar M&A projects. Prior to joining AnJie Broad, he was a partner at LexField Law Office in Beijing, focusing mainly on patent litigation.


Education Background

Mr. Alex Liang earned a JD degree from Northwestern Law School, and a Bachelor degree in electrical engineering from Wuhan University.
